To control what pages of a Word Document can be saved as a PDF, you should avoid using the Save As > PDF option in Microsoft Word as this saves the whole document as a PDF. Instead, you should:
- Select File > Print
- Specify the page
- Click on the PDF button at the bottom of the Print dialogue box and choose Save As PDF
